When the author first suggested this, we pictured a review of the latest systems for performance measurement.  Instead, he has concentrated on what has to be the first step in any system implementation--the planning and assessment process.  Through his thoroughness, the author forces us to consider the broader picture, containing not just the investment aspects of a performance measurement system but the marketing, compliance, client service and other multiple facets that link performance measurement to the rest of an organization.
